Gadar is a slave world governed by a Necromancer Conclave that runs the economy, the military, and the infrastructure on the backs of an undead workforce. The living are bought and sold as labor. The dead are re-animated as labor. The distinction matters to no one in power.
The Vashier publicly deny any connection to Gadar. The Necromancer Conclave publicly denies any connection to the Vashier. Everyone else notes the similarity and keeps their distance.

The governing body of Gadar. Twelve senior necromancers who have held their positions for between 80 and 400 years. They do not elect successors — they outlast them. Conclave decisions are made by consensus, which works because their interests align almost perfectly.
The commercial arm that handles off-world trade. They are deeply unpleasant to deal with and offer prices no one else can match. Most worlds that claim not to trade with Gadar are lying.
The bureaucratic body that processes incoming people and outgoing product. Their records are meticulous. Every living being that arrives on Gadar is logged, classified, and assessed. What 'assessed' means depends on the assessment.
A loosely organized network of living people on Gadar working to get people out. They are not trying to overthrow the Conclave. They are trying to survive long enough to help others escape. Their success rate is moderate. Their losses are high.
The Vashier have an embassy on Gadar that officially does not exist. The Conclave has an arrangement with them that officially is not an arrangement. Whatever they are exchanging is not documented in any record accessible to outsiders.
