Cold world of wide plains, slow rivers, and grey stone where divine magic works but deity connection is muted — like a signal through stone. Clerics experience loss of clarity rather than power.

Organized around the Archive system, a secular network of record-keeping institutions. Master Archivists hold authority by virtue of what they know. No kings. There are Principal Archivists with very large filing systems.

Governing body of senior archivists, one from each major archive institution. Decision-making is laborious and thoroughly documented. Every decision cross-references prior decisions going back centuries.

Signal Studies Institute

Research body investigating why divine magic is muffled on Mourne. Has been working on this for 400 years. Has hypotheses. Does not have answers. Does not expect to get them soon.

Bandwatch

Mourne's military and intelligence service. They watch the borders, monitor off-world arrivals, and maintain the kind of detailed records the Archive system requires. They are more feared than liked.

Fadali Mission

Fadali maintains a formal religious mission on Mourne attempting to convert the Archive-governed population to theological governance. The Archive Principals permit this. They have filed extensive records on the mission's lack of progress.

Gray Traders

Independent merchant network that operates through Mourne's neutrality. They move goods between worlds that would rather not be seen doing business directly with each other. The Archives know who they are. The Archives have not shared this.
