Overview

Ulveroth orbits a cooling star. The habitable belt — the band of climate where life can persist without artificial support — is contracting by approximately 1 kilometer per year. At the current rate, the equatorial cities will become uninhabitable within 300 years.

Ulveroth's civilization has responded by building a culture of structural impermanence — nothing is built that cannot be dismantled and relocated. Every building, every infrastructure element, every institution is designed to be mobile. The Seer Corps, chronomantic practitioners, provide migration projections that the Migration Authority uses to plan the next 50 years of population movement.

Migration Authority

The governing body that plans and executes the 50-year rolling migration schedule. Holds the most formal authority on Ulveroth and is the most respected institution, because they are the most necessary one.

Seer Corps

Chronomantic practitioners who provide migration projections, hazard assessments, and long-range planning data. They are not always right. They are right often enough that contradicting them requires exceptional evidence.

Undead Residency Council

Represents the significant undead population that lives in the cold zones the living population is migrating away from. They do not need warm temperatures. They are not being displaced. They want formal acknowledgment of their permanence when the living are gone.

Living Community Assembly

Represents the majority living population in migration planning decisions. They do not always agree with the Migration Authority's timeline. They are usually wrong when they disagree. They have been told this.

Cold Engineers Guild

Specialists in cold-weather construction, arctic infrastructure, and building for extreme temperature differential. The most technically elite engineering group on Ulveroth, but their expertise is for the zones everyone is leaving.

Kasatha Worldship Descendants

Cultural preservation organization whose ancestors came to Ulveroth on a worldship in the 6th Era. They maintain records of worldship construction and have been quietly assessing whether building one again is feasible. The Migration Authority has not been consulted about this.
