Yalos is the only world capable of producing rank 15 ships, and the primary exporter of technology across the system. Governed by a loose confederation of Craft Guilds whose political weight is determined entirely by what they can build and what that's worth.
Pure humans are nearly unheard of — centuries of integration have produced a predominantly mixed-ancestry civilization. Androids are full citizens. The Ikeshti arrived during the 6th Era as workers and never left.
Ship rank goes 1–25. No ship above rank 18 has been produced since the 6th Era. The Rank 19 Inquiry Commission exists because someone may have already gotten there first.

Governing body of the 9 largest Craft Guilds. Supermajority required. Slow, contentious, produces extraordinary results when it functions. Has no military arm — it hires one.
Recently formed body investigating evidence that someone completed a rank 19 ship — first since the 6th Era. Officially neutral. Members are not.
Political/labor organization advocating for full legal parity of Android citizens in the Guild system. Significant resistance remains in older Guild families.
Cultural preservation and political body. Wants formal Ikeshti representation on the Guild council proportional to Ikeshti contribution to technical output.
Cartel of foreign merchants with permanent offices on Yalos. Gadar holds one seat. Orthuun holds two.
Secretive network of master engineers sharing techniques entirely outside Guild oversight. Most likely candidate for whoever built the rank 19 ship.
