The largest city on Tafe and its primary orbital port. Seat of the Grand Academy Convocation, home to the Void Walker Conservatory, and a neutral ground that has not had a war fought within its walls since the 7th Era. Whether this is a record of virtue or an accident of mutual interest is debated extensively at the academies and settled nowhere.

Verath is not a planned city. It is seven centuries of competing institutions, trade depots, student housing, arbitration houses, and port infrastructure that accumulated around the original Academy Grounds and never resolved itself into coherent governance. The Grand Academy Convocation holds formal authority over the Academy Grounds and nothing else. The Neutrality Commission holds authority over Embassies Row and the arbitration houses. Everyone else governs themselves, which they do badly, diversely, and loudly.
The result is a city that functions. Trade is heavy because no one controls access. Scholars come because no discipline is formally banned, the Heresium operates openly, which the Convocation finds humiliating and tolerable. Ships land because the Port Guild enforces its own neutrality for commercial reasons and has a better record of keeping agreements than any government the city has produced. Verath's permanent population of roughly 340,000 is at any given time supplemented by 60,000–80,000 transient scholars, visiting diplomats, students on exchange, off-world merchants, and people who are in Verath because it is the one major port where no official authority is actively looking for them.
The original Tafe settlement, lecture halls, libraries, faculty residences, student dormitories, and debate chambers radiating out from the Grand Archive at its center. Entry is free. Fees apply for enrollment and restricted collections. The Ink Guild hall operates within the Grounds under a century-old license that the Convocation periodically reviews and never revokes because it is too useful. Academy Watch is the only formal law enforcement within the Grounds.
Docking bays, cargo warehouses, refueling depots, crew quarters, and the administrative offices of the Verath Port Guild. The Guild enforces its own rules here, not the Convocation's, with a private security force that has no jurisdiction outside the Ward and no interest in acquiring any. Three Voices Inn, Ironport Shipwright, and the Port Guild's labor board are all here.
Banks, high-end merchants, the Neutral Exchange, and the permanent offices of Coin Lords affiliates. The best-maintained district in the city, the Coin Lords fund a private cleaning and security contract. The Theorem and the Concordat Armory border the district. The Coin District has a standing agreement with the Neutrality Commission that keeps it off the arbitration docket in exchange for annual donations to the Commission's endowment.
The Neutrality Commission's headquarters, off-world embassies, and arbitration houses. More guards per square meter than anywhere else in the city except the Port Ward's bays. The Commission does not permit weapons drawn on Embassies Row. This is enforced by people carrying weapons, and no one has tested this contradiction officially.
A converted warehouse district surrounding the Heresium, the unsanctioned institution with a three-year enrollment waitlist. That waitlist has spawned a secondary market of lecture halls, underground seminars, and study collectives operating without oversight. Shard Communes are concentrated here. The Returned Barracks is on the eastern edge. No formal governance; disputes go to the Concordat or shouting, approximately equally.
Mixed residential and street-market district, the largest by area and the most representative of what Verath actually is at ground level. All four peoples live here; mixed-ancestry households are the norm. Whitfeld's Alchemical Supply operates on the Commons–Academy border. The Healer's Compact station on the north edge provides the district's only formal public service. The Deep Market runs six days a week.
The Concordat of Blades' training halls, official dueling grounds, and associated services, weapon maintenance, second hire, formal witness certification. The Concordat Armory is here. Most of the city's weapon import and export moves through the Quarter's licensed dealers. The Concordat is strict about unsanctioned violence within its territory, which it enforces with the enthusiasm of people who enjoy doing so.
One of the three largest libraries in the system. Public access for 5 cr/day; restricted collections require enrollment credentials or a brokered research agreement. The Archive maintains a rare text brokerage, items commissioned from off-world sources through Archive intermediaries cost base price plus 15%. Document authentication is a formal Archive service accepted as definitive in most inter-world legal proceedings.

Prepared scrolls, arcane foci, wands, staves, and crafted magic items across all traditions. Maintains a commission service for items not in stock. Run by a partnership of three retired Academy scholars who still disagree about curriculum and have done so, visibly, for twenty-two years. The disagreements have not once affected the quality of the stock.

The Armory buys back used weapons and resells them; the secondhand rack has held, on more than one occasion, items considerably more interesting than their pricing suggests.

Actually: the most reliable gray-market broker in Verath. Ravel moves goods with complicated ownership histories, provides access to items whose direct sale would attract inconvenient attention, and sells information about things that no longer appear in any official record. There is no Sons. There never was.

The standard source for general equipment, basic supplies, food, clothing, and the mundane items no specialist shop bothers to carry. Prices at or slightly below standard, the Market Authority enforces no price-fixing, and competition between stalls is vigorous. The Market runs a lost-property register that has recovered three ships' worth of misplaced cargo in the last decade.
General items up to level 8 · Common consumables up to level 10The Port Ward's primary accommodation for arriving and departing crews. Named for the three languages the original owner spoke, none of which was local. Meals and drinks from early morning; the dinner service is recommended by people who have eaten extensively across Verath and made their decision. Port Guild rules apply inside: no faction violence, disputes to the Guild mediator. The Guild mediator drinks here every evening and is not difficult to find.
Lodging: 2 cr/night (common) · 6 cr/night (private) · 15 cr/night (suite) · Meals: 5–18 crAccommodation and meeting space for the Returned, graduates who left, saw the system, and came back convinced the academies are failing. The name is ironic; the building was never a barracks. The common room hosts nightly debates free to attend and often worth attending. A reliable place to find people who have been somewhere you need information about and are willing to talk, sometimes for free, always for the right audience.

The Guild enforces its own rules within the Port Ward: all ships are treated equally regardless of faction affiliation, disputes go to Guild mediation, and the Guild security force maintains the right to board and inspect any docked vessel with three hours' notice, reduced to immediate entry for vessels displaying active weapon systems or declared emergency status.
Docking fees cover berth rental, basic port services (power, water, waste processing), and one courtesy inspection. Extended stays of 30+ days receive a 20% daily rate reduction automatically applied at billing. Ships with outstanding Port Guild debt from any Tafe port are flagged on approach and required to settle before docking is confirmed.
